Default 2003 V40 - CEL P0015 - CVVT Hub and Solenoid changed

I recently purchased a 2003 V40 from a friend and have a CEL that I cant seem to get rid of.

Facts as I know them:

Car has been maintained well - regular services and oil changes 100K miles
Cam Hub and Solenoid changed in 10/2014
Solenoid changed again 3/19 ( along with Temp Sensor and and Thermostat)

Engine code is:
P0015 - Which I understand to be Exhaust Cam Over-retarded.
I can't clear the code with my ScanGuage II - the scan gauge says "code cleared" but light stays on and is a stored code when I check it again.

My thought is :

1.) clogged oil passage - So I am running Seafoam for 100 miles, then oil change and AutoRX
2.) possible skipped tooth on timing belt?
3.) Failed Hub again?

The car is for my sister and need to resolve the issue before I pass it along.

Any Ideas? Not sure what code throws when the oil pressure is too low (just p0015) or P0014 as well?

I'd certainly check the cam timing - a slipped belt could be the culprit. Otherwise, it's a crap shoot as to whether it's the variable valve timing mechanism, sensor, control mechanism, or something else. The (quick) reading I did suggests that the code itself might not be more than an annoyance.

Mine failed twice on my 2001. The first time I installed the new gear without the cam holder tool which resulted in a P0015 every other drive cycle as the gear was off a few degrees. I finally managed to get it in the correct position after several tries. The car ran great for quite a few years before the code reappeared. After parts swapping the solenoid I bought a new CVVT gear and cam holder tool which fixed the problem once again.
