2004 S40 OBD fail on emissions test

I took my 2004 Volvo S40 to get its emissions tested, and it failed due an OBD status as unknown (not ready). I went to a second one, and they said the same thing. I spoke with the dealer and they said that it was the reader at the emissions place, and I need to go to another test station, is this true?

Hi,
If you live in the United States, have a visit at a local auto parts shop such as AutoZone; they provide free OBD-II diagnostic service. Let them who you the code & the trouble description that appear on their scanner.
If you live elsewhere, you may want to buy a decent, reputable OBD-II scanner (such as Actron).
I hope this gives you some ideas.
