Default automatic transmission does not clutch

Hello,
after switching the transmission to 'D' position than the car start to move slowly and does not clutch at all.I have found it out that to use in a manual position on the tachometer screen appears only numbers '2' and '4' by switching up or down.The other gear level numbers doesn't appears.Therefore the car able to runs on two speed only.
Anyone has an idea what could be wrong?

year/model? any fault indicators - ie flashing ABS/TRACS lights/ check engine etc? did you scan for codes?

2008 volvo s40,the check engine light used to flash sometimes before the cold start.I did scan for codes and I red this : P0700 - transmission control system <MIL Request>

that code is pointing to a communications error to/from the TCU and can put the car into a safety mode or the error is keeping a signal from telling the transmission to engage. I'd start by pulling out the TCU and inspect/clean the contacts as best you can then reinsert and see if that helps. could the TCU itself or once of the connections to the solenoids etc.
