Check Brake Light

I have the 'Check Brake Light' warning illuminated on my 2000 S40 when I step on the brake pedal. The problem is that it seems that my brake lights work just fine.
The reason I say that they SEEM to work just fine is that I don't actually know which lights are supposed to be illuminated on the rear of the car.
The top two bulbs on each cluster are lit when the headlights are on.
When I depress the brake pedal, the top center light turns on, and only ONE bulb is lit in each cluster... the lower outer most bulbs.
When I press the rear fog light button, only the inner lower bulb lights up on the left cluster but not on the right cluster.
Does this sound right?
