Default Electrical issues

Hello I'm new and i just bought my first Volvo. It's a 2008 S40. I got it for a cheap and I'm currently having issues with starting the car consistently. I started the car this morning and everything worked fine. I did not take it to work but amongst returning from work i went to start the car and the car started fine but the gauges weren't working, the radio wasn't working and the power windows were not working. The lights on the dash were lighting for the ABS and the check engine light. I thought it would be the battery so I removed and it took it to get charged and checked. After that they told me the battery was working fine and when I put it back, now it won't start at all. I have looked at the electronic control module and does not look dirty at all. I have checked the fuses and only one is bad. It's supposed to be for the horn but when I put a new fuse in it broke it. I don't know what the issue could be.

Update 05/13/2022

I started the car after cranking it about 3 times and everything was working. I turned on the AC but it was not working. (I think that's a separate issue) drove the car a little bit around my block and as I was driving the light for the parking brake turned on despite not touching the parking brake and couple seconds later (gauges, and radio buttons turned off). I drove it back to my house and parked it and when I removed the key the radio wouldn't turn off. I disconnected the battery.

I scheduled to get the car seen on 05/16/2022. Will keep posting.

Sounds like you might have a short/bad ground somewhere. Especially if you replaced a fuse and it instantly blew. All your affected components are related to the CEM. It would be a good idea to get the car scanned to see what the modules are bringing up for error codes. You will want someone familiar with volvos as the CEMs were common victims of water intrusion from the cowl causing corrosion issues. Not sure what :electronic control module" you looked at

check out the xemodex.com web site - they offer CEM diagnostics and repair. GIven you are blowing a fuse, its time to find a wiring diagram to see what devices and common circuit junctions are in play that could blow the fuse. Could be something as simple as the wiring under the steer wheel cover - but if you go exploring, disconnect the battery first since there's an airbag module there was well (not likely you'd set that off (!) but you could trigger a SRS fault code).
