my car is 2007 S40 red only under 70,000 miles, but these days always show "engine system services urgent", i went to the Volvo independent service with diagnostic and replacement a new OEM footer pedal, but the problem still came out.

CEM-3F93 Accelerator pedal sensor Signal too low
ECM-950C Accelerator pedal(AP) position sensor - Too low analogue signal
ECM-990F Torque monitoring - Faulty signal
ECM-9A0A Vehicle behaviour - Behaviour 7

FYI, the ECM-990F Torque monitoring faulty signal fix for me was the catalytic converter, the O2 sensor on the rear was good. Not saying it couldn't be an O2 sensor, which you should check first, but for me, it was the cat. Symptoms I had on my 03 S60 were not able to get up to speed and if I did it was downhill not uphill. Lost big gas mileage as well from like 28 to 20 on the highway.
