How do you chage the FPR? I changed the battery and am still having the starting problem!

Depends on the year.
Some will unscrew from the fuel rail others have a clip you pull to remove it.

My 2001 has one 10mm bolt at the end of the fuel rail. It's very easy to replace. Bleed off any fuel pressure by removing fuel pump fuse and running engine until it dies. Remove plastic covers over fuel rail and throttle body. Carefully disconnect fuel feed hose from FPR. Also disconnect vacuum hose from throttle body to bottom of FPR. Remove 10mm bolt from FPR and wiggle it until free. Wear eye protection in case of any residual pressure. Always have a fire extinguisher ready just in case.

And on the later models you only replace the round metal thing at the bottom by removing the metal clips that is about 1 inch or so from the bottom of teh red circle in the pic above.
