Default Headlight problem

The headlights won't work on my 1998 s40. In the "on position" all other lights are working. It only lights up when i pull the lever to turn on bright.

Are you sure your low beams aren't just burnt out?

yeah they aren't burnt out. I just replaced them with new.

There is a known problem with the CEM causing the low beams to malfunction. I believe there is a thread somewhere with details on how to open the CEM and replace the faulty bits. Here is one such thread though it's lacking in specifics:

Each low beam headlight has its own relay. When mine failed, I had to remove the CEM and split the case to access the circuit board. Volvo hid the screw under the ID decal. The relays are only $1.72 each, and can be ordered online at www.digikey.com Part number is 255-1240-ND Scroll to select JSM1-12V-5 There will be three identical relays---the two on the left are low beams, and the other is high beam. They need to be carefully desoldered, removed, and replaced. It was not easy, but I did it. Confidence builder, for sure!
