I have a noise when the battery is connected coming from the underneath of my Volvo S40. There is a metal device that is unpainted silver that sounds like a pump running dry located in front of the front passenger tire. It is getting hot and making this sound with only the battery hooked up killing my battery. I am wondering if this may also be whats causing an engine power problem when my car is running. Any help would be great. What is this? What kind of issues would this cause if defective? Pictures attached
