Stuck Waste gate?

I noticed the waste gate on the turbo is stuck closed. Does it take a vacuum build up before it releases and kicks the turbo in? Or should it move freely all the time?

Its is closed by default.When the pressure gets to it then it will open.Upon inspection it should be shut and it should not move at all.

If it was open all the time your turbo would not make much boost. It needs to be closed to spool the turbo quickly then open to limit the boost level.
