tech answer
My daughter, who is 16 owns a s40 2003. About 3 months ago we had the oil and air filter changed. Not long after the service light came on. I blew it off as a scheduled maintenance that had not been reset. My daughter recently complained that the car was hard to start. I went out to check it and noticed the clips on the air filter were not clipped. Can you tell me what damage might have been done.
I doubt that is the problem. Remove the throttle cover and pull the fuel pressure regulator vacuum line off and see if it has fuel in it.
If it does the regulator is bad.
I will bet that is what the problem is.

I will have to try to find it.
If you remove the black cover (phillips and T-30 screw) Then on the end of the fuel rail is the regulator the hose is a whit hose with 2 elbows.

It is a small white plastic tube for Vacuum not exaclty sure if diameter. But once the black plastic cover is off and you can see where the throttle cable attaches to the motor you cannot miss it.
Apparently the hoses have been replaced. I have a black hose with a small section of hard pipe between 2 elbows. I have taken several of the hoses off and I have not seen any fuel. I also took off the intake into the butterfly valve and no fuel there either.
Smell the small line with the 2 elbows and see if you smell gas closely. If it has been sitting for a long time the fuel might be all gone already. You could also run it for a few minutes then let it sit for about 20 and check again.
I found the picture at this post https://volvoforums.com/m_104293/tm.htm Do I pull the hose with the red washer around it?
