Verifying a new Steering Common Lock in our Volvo S40
Friends,
Need your help with my daughter's Volvo. She went to San Francisco last year and go stuck with the Volvo. The Volvo won't start. It showed a message like 'Steering Wheel Locked, please try again'. We ended up taking to a repair shop and they put in a "new" Steering Common Lock and a "new" Starter motor. That was on 08/31/2020. And today 10/13/2021, the issue reappeared. So I found a guy and he opened up the area under the steering wheel.
He saw the part which had a number as shown bellow in the image, 13.12.06. Is that the date? If that's the date, that means these people did not put in a new part. Although they claimed they did. When I asked them about the part#, they provided me with 36002496 and 6378583. Does anyone know if that image shows a date? if they have cheated me, I will go to the extra mile so that they think twice before cheating anyone. I paid $1200 for both the parts. Thanks for your time. AL

I'd be 99% sure that the shop cheated you. For one thing, the starter has nothing to do with the SCL problem your daughter had (unless the car also had a starter that was giving you a lot of issues otherwise, of course).
Also, the shop would have to be able to program the new SCL module to the car - and to my knowledge, ONLY a Volvo dealership can do that. Why Volvo requires programming for that module is a whole 'nother issue, but suffice it to say that the shop almost certainly could NOT have done the job without taking the car on a flatbed to the dealership for programming. If you do decide to go after the shop (and I hope you do), it's kind of an open/shut case if they can't show any record of having that "new module" programmed.
