Default 02 S60 code p0447 and fuel tank problem

I just picked up an 02 S60 T5 for 10k and the car is in great condition. Everything is fine except for the check engine light is on and there are a couple issues with the fuel tank. First, the code I pulled is p0447 EVAP Emission Control System Vent Circuit Open. Is this the evap valve or solenoid? Anyone had this issue. The second issueis that I have a really hard time getting fuel into the tank. I can barely pull the lever on the pump or it either comes shooting out at me or just clicks off. Anad third, the previous owner said the car had died on him once when the fuel gauge read around 1/4 and the info screen said 180 miles to empty. He put 3 gallons in and the car fired up. Since then he always fills up when he gets to half a tank and everything has been fine. Ideas? Are these three things related or has anyone heard of any of these problems? Any help would be greatly appreciated before I start tearing things apart. Thanks.

Hey tech, any ideas on the problem above? I have the same code-p0447-evap emission system vent control circuit open. It's pending code, I cant clear it, it comes right back?!
