For some reason my ac compressor clutch will not engage when I turn the air on. But it does work when it wants to.

I checked the relays, fuses and the clutch isnt frozen it just wont engage. I even disconnected cleaned and reconnected the connector still not working but its blowing out semi cold air. Can someone maybe help me with this
