Default 2013 torque rod mount

Need some help in making a decision, 2013 s60 torque rod mount rubber is broke away from 70 % but the 2 main rubber mount are still attached. ..the rubber that is broke away just looks like the way the mount is built and serves no purpose. So is the mount broke..thanks

I always thought of the torque rod as a vibration damper and not a device that decreases torque steer under acceleration. If you're getting torque steer when accelerating is your dynamic stability control disabled?
