Default Brake Rotors

My mom owns a 2006 S60 2.5T - yesterday she took the car to her regular mechanic for an oil change. They came into the waiting room and told her that her rear brakes were badly in need of replacement. They charged her over $600 - including replacement of both rotors. They told her that Volvo brake rotors are not turned/ resurfaced, they are replaced when the pads are replaced. I have never heard of this. Is it true or did she get taken?

At the dealer, we don't machine them as it isn't cost effective. There is a minimum thickness stamped on the rotor. The minimum thickness when replacing pads is .8mm higher than the stamped value. If they are above spec and in good condition, you can just do pads. Otherwise, rotors are replaced as well.
