Default Dash lights and headlight issues

I have a friend with a 01 S60.
Recently the dash lights on the headlight control, rear fog light, drive position (P,D,R,1,2..) and climate control no longer work.

Also, no matter what position the headlight control is in, the lowbeams are on (even when positioned to parking) and the highbeams will not stay on (and yes, when in the 3rd position )

THe parking lights also do not work when the control in in that position either.

So far I've check all of the fuses. Any ideas? Could all of these things be on the same relay?

had the same problem in my 79 vette, was the head light switch, they are all powered through there . I don't know a way of testing this. replace the fuses first,I've had some look good. I don't know were the relay is located

had the same problem in my 79 vette, was the head light switch, they are all powered through there .chedck power at the fuses, I used a 12 volt bulb. replace the fuses first,I've had some look good. a lot of the fuses and relays on the 01 are in the engine compartment, on the driver's side.
