Default Door lock plastic cap won't stay on

The plastic cap that snaps onto the driver door handle to hide the manual lock will not stay on. There should be a release mechanism (right photo) activated by a screw driver through a hole in the bottom of the cap. My release mechanism is missing. When I look at a replacement lock ($187), I see no evidence that the mechanism is included. I am looking to find out what assembly, if any, that mechanism comes with or if it is a stand-alone part (unlikely).

In your second picture - aren't you pointing to the broken plastic tab that used to be part of the plastic cover?

Default plastic cover

I have a new plastic cover complete with tab. There is nothing on the door or the lock for the tab to grab on to. I see in an assembly drawing that there is a gasket that looks like it has a feature to grab the tab. When I remove my lock, I see no such gasket (#4). The lower two (black) details are captured from an alternate gasket picture. Lower right one is a blow up of what I hope is the locking mate.

Default plastic cap

Correct, but I now believe that gasket is inside the door, sandwiched between the bracket assy (#5) and the door. Gotta love Volvo.
