Fan running on high when engine is running

Default Fan running on high when engine is running

2008 Volvo S60 2.4t
Just replaced the radiator fan. The old one was running on high and it was starting to fail.
Had the AC checked in September, A/C had no charge at all. The compressor and the condenser have to be replaced, but at that time the fan was not running on high when the engine was running. Fan stops when the engine is turned off. It's cold out, so we've temporarily unplugged the fan. ($1200 repair that I will have to have done. eventually)
I've read other threads where they indicate that if you recharge the A/C the fan will stop running on high, but how can you test for sure that this is the problem.
Trying to diagnose the problem.
No lights or warnings showing at all.
Temperature gauge appears to be working normally, it shows cold when you first turn the car on, and warms up and sits in the mid point when the engine has warmed up. Fan runs on hight when engine is cold or hot, which is why we disconnected the new fan to prevent it from burning out.
Is there a way to bypass the sensors on the A/C unit to see if that is the problem?
