Any one recently have success with getting their fuel pump replaced for free? My entire 2001 Volvo S60 smells like gas. Its so strong you smell it outside the car. I want to know, does the recall still apply?

It has a hard start too

The issue also is my car wasn't purchased in any of the mentioned states for the recall, but I reside in one of those states. My car is still registered under the old state..........I'm so worried that the car will catch fire, and the funds to fix the issue just isn't in my budget right now....
