Default fuse box c

I have a 2013 Volvo S60 that is randomly not allowing me to turn off the blower motor when the car turns off!! I am trying to just remove the fuse #11, which is housed in engine compartment fuse box C; but am unable to get to it as it sits underneath fuse box A. This is very frustrating; as the battery is constantly draining and I am unable to use my car!! Can anyone please advise how to access fuse box C so that I use the car until I get it a mechanic during the week?

fuse box C is intended for technician access only and contains relays/circuit breakers. If you are going to bother to remove the upper fuse box, you might as well have a replacement relay in hand as that sounds like a likely cause. Did you consider disconnecting the battery until you can visit a shop?
