low compression

Question low compression

I have an 2002 s60 2.4 l non turbo with vvt. The radiator was hit and the engine overheated but was running. I removed the head had it reworked and installed on car. I locked the cams and crank with locking tools and set cam sprockets as per mitchells instructions, But now I have 90 psi on all cylinders compression. As if cam timing is retarded. The instructions to set the cams are a little sketchy in mitchells but as far as I can tell they appear to be correct. ANY HELP WOULD BE WONDERFUL.

Ok a few questions.
Solid lifters or Hydraulic?
Did you mark the lifters and put them back where they were?
