Default Neither 12V Electric Sockets Working on 2005 S60

I recently purchased a used 2005 S60 with about 62k miles on it. The only problem it has is that the 12V electrical sockets are not working. I used the owner's manual to find the fuse for the sockets under the steering wheel, and the fuse was shorted out. I replaced the fuse; the sockets still did not work AND the new fuse was not shorted out. There is also a fuse in the trunk for a 12V socket, but it was not shorted.

Any ideas on how to fix this? It doesn't seem to make any sense.

Pull one of the sockets(or both) and check for proper power on both the ground and positive side.
