Question Not quite sure the problem here..

I am not sure this is the correct place to post this, but I sure hope it is.

I drive a 2003 Volvo S60 of which there is nothing fancy. It has always been a great vehicle to drive, but two days ago it started making a strange noise. Below is a short video of the noise in question. (I actually took this and the following video today, please excuse the youtube link, not sure how to upload video, or even if I can, to this site.)

Now, the noise is NOT associated with the serpentine belt, as you can see it is running just fine. The sound stops or becomes very weak with acceleration, or sharp turns.

We've also discovered that when we remove the Oil Cap the noise, again, stops. Here is a link to a short clip of this event:

The car is idling strange, high, then low, then high, etc.
The mechanic, who specializes in repair Volovos recalls having this problem come into his shop once before, but quite some time ago and cannot remember how they remedied the problem.
And input or advice at all would be GREATLY appreciated! If someone has had a similar problem, I would love to hear how you went about fixing the problem and, if at all possible, the estimated cost of the repair?

Sounds like vent box issue.

Cost (whole assembly + labor) in the neighborhood of € 400 @ dealer's here...

that vacuum should not be there when you pull off the oil cap
there's a serious vent issue ill need to do some research though but I'm pretty sure I know the general aria and I'm pretty sure its not cheap.

That is caused by a bad vent box. Very common issue.

Wonderful.. I suppose. There are two of us living off one military salary. Sounds good on paper, but not in practice. So far, I have spent only $200, but the mechanic has no clue. I'll take this information to him and see what he quotes me at.
