poor city MPG in 2011 s60

Have had the new 2011 s60 for about 4 months now. City MPG is about 12 at best. On freeway can be in 20-30 range. For city driving with 100 of tank used for city (San Francisco) we have been between 10-12. This is worse than my camaro I had 30+ years ago!! None of our cars have been this poor. Called dealer and said, "cannot be a problem since check engine light is not on."

I had a bad ETM (so bad the car bucked and jerked bad enough to surge into the car in front when the light turned green), and the dealership tech said they are taught not to work on ANYTHING unless there is a code showing.
Mine only got fixed when they removed the ETM to clean it and found it internally jamming, but if they hadn't done that, they wouldn't have done anything.
They told me it's a Volvo policy to use the computer to diagnose the car-not technicians.
So if you want to pursue your poor MPG, you should probably use in independent shop with real mechanics.
