Default Remote/Alarm Question

Hi everybody. I've just purchased my third Volvo, a 2001 S60. It came with no remotes. The message indicator has the common "alarm service" notice.

When I test the alarm by reaching into the locked car and opening a door, the lights flash, but there is no siren.

From reading other posts, I take it I can replace the siren module in the front fender and likely get the siren back. What more would be involved in getting working remotes? Buy one at the dealer and get it programmed? Anything else? (And any idea what that costs?)

Thanks.

Default alarm

first thing I would do is make sure someone didn't simply un-plug the alarm...if it was sounding by virtue of no remote plausible someone disconnected it.
