S60 VVT code issue

Default S60 VVT code issue

So I am getting a code for the VVT solenoid i believe from research, the code P0013.
From what I can see to check if the solenoid if it is bad the resistance will not be 3.7Ohms.

I am trying to figure out whether mine is broken, as it is measuring at 4.1 Ohms. I also had picked one up from a parts yard for a few dollars and it has the same reading, 4.1 Ohms and does not work, however I have no way of confirming whether it was broken or not before it ended up in the yard.

If I am getting a larger reading that 3.7 does that mean it is broken? If they are both fine I am thinking it must have to do with faulty wiring, which I have yet to find in my car. I am just wondering if anyone can confirm the Ohm reading before I purchase a new VVT sensor from volvo.
