Default Turbo not working after replacing burnt valve

Hey all, My girlfriend has a 2005 S60r with 140 miles, good maintenance and frequent oil changes. She was on a 4 hour drive and three hours out the car started running rough at low speeds but seemed fine at freeway speeds. She drove the final hour and parked the car. We towed in back and had an exhaust valve replaced and the head decked. When we reassembled the motor it seems to run great but no turbo boost. I also see smoke coming from the dipstick that we never had seen. Since this issue no boost, we took the car to the dealer and they said they replaced the boost sensor and turbo control valve and charged us $800 and we still have no boost. We complained to the dealer and they said yeah now the turbo is siezed and they will replace it for $3000. I am concerned something may be plugged in wrong causing the PCV to not function and I am wondering if that is affecting the turbo. Looking for ideas. I found a turbo specialist in the area that will rebuild and balance it but also wondering why it mysteriously stopped working. Its of course possible that the valve breaking damaged the turbo.
