Has anybody had problems with the v5 engine with the turbo am thinking of buying one that has 211,xxx does anyone have a opinion

It isn't a V5. It is a Inline 5 sylinder engine. The 1999 models have the ETM. Make sure that the ETM has either been replaced, cleaned and also that the new ETM software has been installed.

ETM = Electronic Throttle Module, A.K.A. Electronic Throttle Body.
