Default 98 S70 will not run monitors

Hello, I am looking for some help getting my son's car to pass smog. It has no faults but will not run the monitors fot O2, O2 heaters, Obviously CAT (since it wont do O2s) and Evap ( thats commmon) Have any of y'all seen this? I do notice looking at live data that both heaters show like 1.5a constantly it doesn't change. The sensors seem to be switching normally. front switching alot and post cat not so much.

You need to find and follow a drive cycle that works with a Volvo. It's a pattern of driving that tests the monitors in the shortest amount of time. A drive cycle can be completed in less than 1/2 hour for some Volvos - Some require 2 drive cycles to clear the monitors. O2 operation, Cat and Evap are the last monitors to be tested.

O2 heaters are tested when the car is first started by noting the amount of current used.

I am aware of and Ive run the drive cycles many times. I am starting to lean toward the O2 sensor heaters being the problem??

As I said - and have seen many times with bad O2 heaters - If one is bad, a code will be set immediately after starting the car. They are tested when first started. It's not your O2 heaters.

Get a scan tool that will give live info as the monitors are completed. I used to use a snap on scan tool while driving to watch as the monitors passed.
