Default Can't read OBD signals.

1999 S70 non-turbo. Couldn't be smogged today because no rpm signal through OBD connection. Checked with my scantool which doesn't pick up any signal at all (I noticed this about a year ago but haven't done anything with it). Check Engine light is normal and car runs fine, and always has.

All fuses are good (the red. blue, yellow, white plastic type) but I don't see the OBD connector showing up as a fused circuit.

I'm not clear what my next step should be. Any ideas?

Could not find anything in my manual. Hopefully someone else will help.
