Default Clutch Start Switch

I've got a '98 S70 T5 5spd car that I recently discovered would start without depressing the clutch. I replaced the switch w/o checking it first and it was fine, I have the same condition with the old and the new switch. What should I check next? There doesn't seem to be any blown fuses, cruise doesn't work, everything else seems to.

Let me make sure I understand this right.
It will start without the clutch pedal being down right?
If I remember correctly they did not put a clutch switch in the cars till 99 model year.
