So in my 1998 the key just keeps spinning around and won't unlock the steering wheel, yet I can still move the shifter. What can I do so I first move the steering wheel and then atleast start the car with a screw driver.

 

Sounds like the mechanical portion of the ignition switch mechanism failed. Quite expensive and dealer item; sorry.
