Default They have to be programmed

The key has a chip that needs to be programmed so the anti theft part will let it crank

$500 for one key sounds high. Labor is 1 hour plus software. The key itself isn't that expensive. Ask the dealer how much the key is, how much the software is and what their labor rate is.

DId they put chip keys in 1999's? Our 1998 does not have a chip key.

Yes, that sounds high and its more than enough. So, for future you must consider to hire a car locksmith to have one key for you.
