Default Need Help with A/C system

It's a 99 S70.

I put on a new compressor and accumilator last year. After a deep vacc. was pulled it was charged and worked great.

This is what it is doing now.

Compressor cuts on and off randomly. The low side line gets very cold near the firewall at times but is underhood temps at other times meaning both compressor is not working and there is lack of flow.

It whistles like a steam engine under the hood for about 5-10 seconds after I shut down the A/C.

Reading on the forum I am thinking orfice tube problem.

Where is that located in the low pressure side?

How do I replace it?

I've always worked on systems with expansion valves in the past.

The orifice tube is located in the high pressure line like under the coolant bottle. The line splits.

But also is the cooling fan working?
