Default P0422 code, EVAP system or Emissions system?

I've been doing a lot of reading and I'm getting some conflicting info, so I decided to go ahead and create another thread.

To set the stage: 2000 V70 XC 110k miles, recently tuned up (at 108k with new filters, plugs, etc) and just did the t-belt and water pump. Had been getting the ETS light going on and off and getting erratic idle at times. Also, car was hard to start sometimes, long cranking. So I decided to replace the throttle module before it strands me somewhere. Went with XeMoeX unit and it seemed to take care of the ETS issues and idle is rock steady. However the hard starting remained. Today, about 100 miles after the ETM was replaced I got a CEL, P0422 - got it read at a local Autozone and they didn't have the breakdown for it for Volvo. The car has been good on gas (26.5 MPG, I've not seen many XC's in doing this well) and I haven't noticed any issues with performance. I had never got this code before.

I've read a ton on this code online and on the forum here and I'm coming up with two scenarios - either the EVAP system has a leak (maybe purge valve) or there is an issue with my O2 sensors or cat. From what I found on the forums, most of the cat/ O2 issues are on newer '01- cars and EVAP issues are on '98-99. My car is in the middle and I'm not sure if the hard starting and CEL are related or two separate issues. Where should I look first, the EVAP or the emission system (cat/ O2)?

I was doing some work on the car (replaced the piston cooling valve) and had to disconnect the battery before doing anything. After finishing and reconnecting the battery, I noticed that the car started right up - the check engine light went off (of course due to disconnecting the battery) and I'll monitor to see if it reappears. However, after driving for about 20 miles the hard starting issue returned. The first time I started it (when it started right up) the car was cold, after driving it and starting it on a hot engine it took a few cranks to fire up. Just wanted to throw that out there to see if helps with diagnosis.
