I Want to know if the starter is gone if there will be a Code or not.
and How can i check if it is Bad,the car doesn,t crank at all,for the past 2 weeks when I would turn the Key the Starter would hesitate a bit before starting, today it was raining hard in MIAMI,maybe that was all she needed.
the car is AUTOMATIC can the PNP or the relay be the cause as well.

The PNP can cause the starter to not work.
Did you try to start it in neutral?
You can jump the starter under the hood and see if it works. Use a screwdriver to jump the small wire on the starter to the big power wire. That will activate the starter.

Then I would say the starter is bad. If you have a test light now test for power at the green wire in the start position. If you have power there the starter is bad.

I tested it no power there, but I still think it is the starter based on the fact that it was hesitating before it would start the past few weeks,if you can think of anything else before I start buying unneeded parts please let me know.

I think the starter is toast. You can also remove it and have it tested.

I believe yours is turbo correct?
If so it is a little bit of a pain. There is 2 or 3 screws holding the starter into the motor. There is 2 screws that go through the transmission into the starter. If it is still there there is a screw on the back side of the starter to the motor. There is a bracket from the factory on the back side. But if the starter has been replaced already it might be missing.
The 2 front screws are 14MM and the rear one is 12MM.

Is it possible for a starter to stop a motor from being cranked manually? I have this S70 that the person that sold it to me claims the block is locked up. So I went to the crank and tried to turn it like I would if I were aligning the timing to replace the belt and the thing is so tight that I could hardly turn it. I was wondering if a seized starter could cause it from stopping the crank for being turned manually?

Access the crank and put a wrench on it, turn it clockwise. This is how the motor is set to align the cams before you replace the timing belt. This motor wont move.
