Default strange coolant line?

so, i just finished replacing the entire front suspension, PCV system, and vacuum lines, and though this was a long and arduous task, the only real problem came when i was replacing a line that ran from my thermostat housing to my head, i ended up fixing it (not professional work, but it works). anyway, i was wondering what the purpose of this line was(it runs right along a vacuum line and loops back to the head, so is it to maintain the temperature of that vacuum line? Just curious here. thanks

Im not 100% sure why they do that but IMO poor design.
