Default timing on the S70

Can you reset the the timing on a S70? Mechanic is telling me that the timing may be off by 60%. Compression on all cylinders very low. Does anybody have any opinion on this? Should the car be scrapped ?

The timing belt if it slipped a lot would break the motor if it is off one tooth or two then the engine will be sick. Take a look at the cam belt.
