2000 S80 Shifts with paddle only

2000 S80 Shifts with paddle only
I am looking at a 2000 volvo S80. The transmission will only shift with the paddle shift, 1 2 3. Was wondering what this might be, I was thinking it was the shift solenoids or the recall TCM repragraming maybe? If it shifts with the paddle well could it be the transmission? Will the paddle shift not shift into OD?
