Lately when I pull my E-brake up on a hill with the car in Neutral,

I have the windows down, and when it goes to rest on the e-brake, all the brakes or somethings goo "Screeeech", and then I put it into park.

Is that normal? I just had my front struts, tie rods, engine mount, control arm bushings, steering rackdone on this car, and there seems to be something rattling as if its in the front center of the car - any ideas on that too--

I have a Transmission thats going (PO773 - Incorrect 3rd Gear Ratio) dont kno if its related to that.
