One of the window blocks might have broke.

remove the door panel and with a light try to see what the problem might be, also try lubing the glass channels front and rear with soapy water from a spray bottle, slowly work the window either up or down , if you are not comfortable with doing this, dont try, but if you think you can handle this go for it, pulling the door panel is no big deal, best luck, rotgut.

I had the same problem with the drivers side window in my 2000 Volvo S80 as Ahmed did. It would only go down about 1/8 of the way. I took the door panel off and was able to get the window down by pushing on the window regulator arms. The window seemed to be binding on either the window blocks or window side channels. I ended up putting white lithium grease on the window blocks and vasoline on the glass side channels. The window is working fine now. Hopefully it will be a permanent fix.

Would this work on the Passenger side or is it different? I am only asking because it seems to me that the passenger side has a lot of different parts than the driver side.

I believe it would work. Even though I have never removed the door panel on the passanger side, I understand the window regulator is similar and the window blocks are identical as on the driver's side.
