AGAIN with the check engine light!

My check engine light came on again, and for the tenth time it was diagnosed as the gas cap evap problem via the OBDII and dealership mechanics. I had Autozone turn out the light after checking the gas cap. Dealership even put on a new cap and seal at different times. Had the same problem with a v70.
If this is a Volvo problem and the "problem" is typically the gas cap not being replaced correctly after refueling, I would like to be able to clear the code and turn out the light myself without always taking it in to someone and costing me money.
Is this possible to do on my own? Do I need the OBDII tool to do this?
