Default Removing Cat: more power or not a good idea?

Has anyone tried drilling out the cat in the downpipe to get a little more power? Or is this a bad idea?
Is there an uppipe cat that could be DIY removed?

You could never legally sell the vehicle in the U.S. again until it was replaced at a cost of probably $600-$800. Why not get a high flow race cat installed for less money and avoid the hassle.

Plus, Al Gore would chase you down for polluting the environment.

I bet Al Gore runs like a girl....
