Not starting again, immobilizer is not unlocking

Not starting again, immobilizer is not unlocking
Not starting again, immobilizer is not unlocking, I have no doubt it would work if it unlocked correctly.
It ticks three times instead of making a zip sound.
Things done:
Unlocking/locking 5/3/10 times with key inside and out
CEM components pushed in.(CEM cleaned)
Checked all fuses in and out.
New battery
Charged new battery
Charged old battery
Tried spare key
Kept keys away from each other
Tested key batteries
Soft boot, Hard boot. 24 hours with no battery, touching cables.
Key on II whilst touching battery cables etc
Cleaner in the Ignition
Please help.
