So many people post "help me" requests without giving nearly enough info to really help them. I salute your approach to this!
You won't find too many diesel experts on this forum (and I'm certainly not one). I'm thinking that most "RPM-limiting" problems will throw and OBD code, while your car isn't doing that.
I'm wondering if it could be as simple as a problem with the throttle actuation (don't know if it's a fly-by-wire or cable-operated throttle). I know my (el cheapo!) Torque Pro app / OBD Bluetooth dongle combo will allow me to monitor throttle and accelerator pedal position(s)… maybe that fancy scan tool you're using can do the same?
Also, don't know what the fuel pressure in a Volvo diesel is supposed to be, but yours seems to be in the very low range for typical diesel vehicles. A quick check didn't show an easy way to find this info, but if the pressure is supposed to be a lot higher than yours (about 4700psi) then look for a bad pump / regulator or sensor.
