1998 Volvo V70 Ignition Issue

Good Evening Everyone,
This evening as I went to turn the key on my ignition the Volvo did not turn over. In fact the car is not making any sound at all. I do not believe it is the battery as it has a the required volts. I have checked all the appropriate fuses and they are not blown. However I believe it is an electrical issue. It was raining significantly and my key may have been wet as I place it in the ignition. I drove the car to lunch so it was not an issue at the time. Does anyone have a similar issue that could help me troubleshoot this?

I have owned the car for 7 yrs and it has over $248K miles on it. It has a few quirks as you can imagine but otherwise is still in good shape.
- The key does physically turn all the way over to the crank position. However there are no audible sounds at all.
- All the cluster lights come on.
- I used my multi-meter to test the voltage between the battery terminal. It was at 12.17. We did try to jump the car and it did not crank over.
- I have already tested the starter relay and it checked out. In reading other threads, I do not believe my car has an immobilizer based on the year. The starter was tested yesterday and it checked out.
It seems that power is just not getting to my starter. Anything you can think I am missing?
