Default 98 v70 turbocharger trouble shooting

I have a 98 v70 with the low pressure turbo. I just replaced all the components in the pcv system due to the engine leaking everywhere. The leaks are gone but now the intake collapses just after the intercooler when you step on it. I bypassed the intercooler and the tube still collapses so it seems that I am not getting boost from the turbocharger otherwise it would not collapse from the manifold vacuum. I think I just have a vacuum line or electrical connection hooked up incorrectly. However, I have been looking those over for a day now and do not see anything wrong.

I am fairly mechanically inclined, but this is the first turbo charged car that I have worked on. I am not that familiar with the systems that control them. It would be a great help if someone could explain how the system is controlled so that I can trouble shoot and narrow down what connections I should be looking at.

On the turbo is a round looking thing with a rod coming out of it. Disconnect the vacuum line and take a quick test drive and see if the boost feels better and higher then. If it does then the boost control valve might be bad.

Also you could connect a vacuum/pressure guage up and see if you ever go into pressure.

I removed the vacuum line going to the boost control valve and it made no difference. I can move the rod back and forth which would indicate that the valve is not stuck.

I do not have a vacuum gauge but I hooked up a pressure gauge and I am never getting any boost.

Any way to tell if the turbo is seized?

Pull the plastic hose from the air box to the turbo off and feel if it is locked. I will bet it is if you are not creating pressure.

It feels like it is seized. Looks like I need a new turbo.

Is it safe to drive in this condition until I can locate a new turbo? Any recommendations on where to go?

You can drive it some if you need to.
Check the For Sale section here and also check on Volvospeed.com. There is usually some turbo's for sale.
You can also check turbobricks.com there is a guy there that sells turbo's.

I found a used turbo through the local wrecking yard. $155 with a one year warranty. I got it replaced and the V70 has it's normal power again. Thanks Tech for your help with this problem.

I just need to find where it is leaking oil again now. I think it is from the turbocharger oil return line. The connection to the block was done pretty poorly in my opinion. There is no allowance for expansion and contraction or manufacturing tolerances. The pipe has to be bent just right for it to work.

Did you replace the seal on the pipe when you installed the new turbo?
