Default Bushings, Control Arm or Both?

I have a 2004 V70. I took it in about 5 months ago to have the tires changed, maintenance, and to get it aligned. It was shaking really bad around 60mph. The guy told me that he was not able to align it as it must be done by an authorized Volvo mechanic.

I took it into a Volvo mechanic and he said the bushings need to be replaced. With Volvo, he said you must replace the control arm as well. He said an estimate about $600 for both sides. They showed me the bushing and they were ridged on the inside. Was not a solid circle. Of course I have no idea what I am looking at, however, I am able to give somewhat of a description.

Is it true you must replace the entire control arm?

TIA

You can replace the bushings only.
I think they didn't want to do it.
