Default headlights

hi! my headlights went out suddenly on my 2000 volvo v70 xc. i checked the fuses beneath the hood and everything looked good but some searching online told me to check the fuses inside as well. i have been having a hell of a time trying to find where those fuses are. several sources indicate there being an accessible panel on the end of the dash but there's no entry point in this location on either the passenger or drivers side. i checked underneath the dash on both sides and didn't see anything either. where !!! are these fabled fuses !!!!!

These diagrams might help - but before that, check fuses 19,20,21,22 for low and high beams - if no power at the fuses when there should be (key on, lights on) - a common problem is the light switch breaks/comes partially apart - the solution is a new light switch. A 2001+ North American car has fuses on the end of the dash - 2000 does not
